AS the saying goes, the devil is in the details. We don’t know any of the circumstances that led to this, so it’s an oversimplification to make anything meaningful out of this. It’s merely guilt by association.
Its not just mayor, but council too, and for 30 years or more in every case. This doesn’t prove that Democrat rule causes poverty (because for example it might be that poverty causes Democratic rule) but it does prove that Democratic political control is no solution to the problems they face.
Correlation does not mean causation. While it is an interesting statistic, it doesn’t mean anything, and only serves to rile up the base of a party. For example, a quick internet search of two random things–obesity rates and state governors–will reveal that in the United States, 8 out of 10 of the states with the highest obesity rates in 2012 are governed by republicans. What does this mean–a conspiracy by republicans to fatten the citizens of their states? No, it means nothing at all. Correlation does not mean causation.
The poor are 9 times out of 10 poor for a reason.

Yes, the Mayor has the responsibility to oversee the city and to take to the table of the Council, as the Mayor is the Head. The difference between the two main parties, republican and democrat is ideology. Repubs are thrifty and conserve, but provide for the needed cities by way of better infrastructure such as schools, roads, etc. while doing it for the long term result. The party that has NEVER discriminated against blacks and, that authored and passed every single Civil Rights Act since the 1870s was battled by the party with the long history of mistreatment against blacks, democrats. Dems don’t care about these neighborhoods because they see minorities as useful tools and idiots for their votes. Dems feel they don’t have to spend money to make their lives better because they already have their votes. They are still on the plantation because they choose to let the dems control them.
