DHSThe Department of Homeland Security recently sent out a request for more security guards in upstate New York. This is encouraging. Eighty million dollars is being spent for armed guards for “civil disturbances.” These are the jobs we were promised. Welcome to the police state.

The Department of Homeland Security is set to spend $80 million dollars on hiring a raft of armed guards to protect IRS and other government buildings in upstate New York during “public demonstrations” and “civil disturbances,” once again prompting concerns that the federal agency is preparing for food stamp riots, anti-tax demonstrations or some other form of domestic unrest.

According to a solicitation posted on the Federal Business Opportunities website, the Federal Protective Service (a unit of the DHS), is looking for a contractor to supply armed Protective Security Officers (PSOs) to guard a variety of government buildings in the region, including “IRS buildings(s) during tax season.”

“PSOs will be required to be armed and some posts may require screening of visitors using x-rays/magnetometers,” states the solicitation.

The armed guards will be used during “public demonstration(s),” as well as “civil disturbances, or other unanticipated events on an as-needed basis.”

“This acquisition is for approximately 380,000 hours of Basic Service, 20,000 hours of Temporary Additional Services and 3,500 hours of Emergency Security Services per year. Currently, there are an estimated 205 guards protecting approximately 95 posts at over 55 buildings. The estimated value of this Contract is between $75M and $80M,” states the solicitation.
In a follow up piece on Wednesday, Watson also revealed that Arkansas may be looking for some DHS head bashers of their own. Evidently they are in need of 723,000 hours of armed guard services to protect Federal Buildings in Arkansas.

With all of these new jobs opening up, one has to wonder what the hell is going on.

Additional questions and concerns about the U.S. Senate’s bipartisan immigration reform bill, The Border Security, Economic Opportunity, and Immigration Modernization Act continue to swirl among critics of the proposed legislation, and now some are questioning whether the legislation would subordinate the the U.S. military and place it under direction of the Department of Homeland Security.

The bill is said to strengthen border security, and has given the American people, who have been asking for the U.S. Military to be positioned along the Southern border, the belief that the U.S. Military will be placed on the border to, in essence, ‘shut down’ the border.

But the bill doesn’t guarantee that this will happen. The bill states that “with the approval of the Secretary of Defense, the Governor of a State may order units or personnel of the National Guard” to assist with border security or other “missions.”

So, if authorized by Secretary of Defense Chuck Hagel, it would be up to Governors Perry of Texas, Jan Brewer of Arizona, and Martinez of New Mexico, to deploy their state’s respective national guard units to the border region.

Keep in mind that the “Southwest Border Region” has been identified by the Department of Homeland Security of being the land that is within 100 miles from the U.S.-Mexico border. This would means that the city of Tucson, Arizona, as well as the California cities of San Diego, Oceanside, and even cities as far north as Mission Viejo, are all situated within the 100 mile border region.

The bill also mandates that the National Guard, if deployed, would assist the U.S. Customs and Border Protection with border protection, and their duties would include, helping construct any and all border fencing, increase ground-based mobile surveillance, and deploying “additional unmanned aerial systems and manned aircraft sufficient to maintain continuous surveillance of the Southern Border.”

But then the bill specifically outlines that the U.S. Customs and Border Protection roll alongside the U.S. Military would include the deployment of ”additional mobile, video, and agent-portable surveillance systems, and unmanned aerial vehicles in the Southwest Border region as necessary to provide 24-hour operation and surveillance,” as well as ”operate unarmed unmanned aerial vehicles” and “deploy unarmed additional fixed-wing aircraft and helicopters along the Southern border.”

It is unclear whether the U.S. military will cease using armed drones and helicopters when working alongside the U.S. Border Patrol or if it will be ordered to follow an almost non-existent domestic ‘Rules of Engagement’ policy. Note that the bill does not specify if the “unarmed helicopters” would be allowed to have armed military personnel aboard the aircraft or if it simply means that the aircraft is fitted with weapons.

Janet Napolitano has ignored a letter written by New Jersey Congressman Leonard Lance calling for the Department of Homeland Security chief to attend a congressional briefing and provide an explanation as to why the DHS has committed to purchasing more than 1.6 billion rounds of ammunition over the last year.
Lance, who first promised to investigate the matter during a Tea Party event on March 15, sent a letter five days later noting how there was “growing public concern surrounding the Department’s procurement of ammunition.”
“He is not asking for Napolitano to testify but to give us a congressional briefing because Congress wasn’t aware of it. It deserves an answer,” Lance spokesman Todd Mitchell told the Daily Record.
Over a week after the letter was sent, Lance’s office has still not received a response, similar to how 15 other members of Congress were stonewalled by the DHS when they demanded to know if the huge bullet purchases were an attempt by the federal agency to restrict ammunition supplies.
Instead of a formal explanation, the federal agency released a glib statement to the media claiming the amount of ammunition purchased was not abnormal, that the bullets were bought in bulk “because it’s cheaper for the agency,” and that the rounds were for training purposes only.
However, the DHS has completely failed to address the fundamental flaw in their explanation. Most of the bullets purchased are hollow point rounds which are twice as expensive as full metal jacket bullets, rendering the claim the agency is buying in bulk to save money redundant.
As former Marine Richard Mason told reporters with WHPTV News in Pennsylvania earlier this month, “We never trained with hollow points, we didn’t even see hollow points my entire four and a half years in the Marine Corps.”
Earlier this week, a weapons manufacturer who supplies ammunition to the federal government told the nationally syndicated Savage Nation radio show that the ammo purchases were an attempt to “control the amount of market that’s available on the commercial market at any time,” by forcing manufacturers to hold back stock.
Ammunition is in short supply across the country, with police departments being forced to barter between themselves to meet demand while gun stores across America have resorted to bullet rationing.
Earlier this week, the DHS put out a solicitation asking for 360,000 more bullets to be delivered to the Federal Law Enforcement Training Center in Artesia, New Mexico, the same destination for 240,000 hollow point rounds which were purchased only last month.
Last week, retired United States Army Captain Terry M. Hestilow sent a letter to Sen. John Cornyn (R-TX) warning that the ammo purchases represent “a bold threat of war by that agency (DHS), and the Obama administration, against the citizens of the United States of America.”

Homeland Security Purchases 2,700 Light-Armored Tanks - What For?


Poor Janet Napolitano. All she wanted was to have the budget cuts halted so that we could be protected from the terrorists, but the Republicans decided to hold America hostage by not agreeing to stop the austerity measures.
Then, she had no choice but to let 10,000 illegal aliens go because DHS couldn’t afford to house them any longer. With the budget cuts, it was so unaffordable to house them that DHS has had to build new detention facilities costing millions of dollars.

And now, Napolitano has had to announce that because of the budget cuts, airports all over the country are now being delayed. Even Los Angeles International and O’Hare International in Chicago. Granted, the Associated Press reported that these big city airports routinely suffer delays, and a quick look at the FAA’s flight delay information shows everything to be normal, but I’m sure it’s different in this “post-sequestration” world. There’s only so much they can do with so little money.
The Department of Homeland Security is so broke that they’ve had to purchase only 2,700 light-armored tanks to add to their collection of 1.6 billion rounds of .40 caliber and 9mm bullets, including hollow-point ammo for sniper rifles. These 15-ton tanks, complete with gun ports on the side, will be used to patrol U.S. streets in order to keep us safe from the terrorists and Osama bin Laden’s ghost. They’d be able to buy more of these I’m sure if it weren’t for the sequester cuts.
Ok, enough with the sarcasm. If I do that for too long, it starts to feel like I’m writing for Salon.
The obvious question is, “Why would they need light-armored tanks to patrol U.S city streets?” They use these kinds of machinery in Iraq and Afghanistan where they’re faced with IED’s. I would echo what this writer over at Modern Survival Blog said:
“Why would DHS need such over-the-top vehicles on U.S. streets to withstand IEDs and mine blasts? There are rails along the perimeter windows/gun ports to help displace the impact of RPG rounds… seems a bit much for a Police/Rescue vehicle…They all have gun ports… Rescue vehicle? What are they expecting or preparing for? It is a ridiculous over-the-top display of force that is meant to intimidate and associate the DHS name and logo with ‘FEAR’. Just like all that’s happening with the TSA (under the wing of DHS), this is about normalization of a new way of American life.”
The excuse is that we now live in a “post-9/11” world. Kind of like Napolitano blaming the sequester for her “having” to release all those illegal aliens. The war on terror was a scam from the beginning just like these fake budget crises. They manufacture a problem to elicit a fear response from the people, and then offer their solution, which always involves taking away more liberties and money.

Thank you for posting on this forum! I was the photographer. This picture was taken on highway 85 Northbound two miles south of Elberton, Ga. It is absolutely true. I blew past the truck doing 82MpH. My tail lights were even with the front of the rigs cab when it occurred to me what they were. I slammed on my brakes to let the rig pass. As I pulled out my blackberry and positioned for the shot, the driver looked in his side-view mirror and slammed on his brakes. He then banked right to exit the highway onto an exit ramp towards Elberton. I could not operate the manual transmission, save the shot, and maneuver my vehicle to follow. Somebody out there has decided that the Department of Homeland Security needs a whole lot of ammunition. Recently it was announced that ATK was awarded a contract to provide up to 450 million hollow point bullets to the Department of Homeland Security over the next five years.

Is it just me, or does that sound incredibly excessive? What in the world is the DHS going to do with 450 million rounds? What possible event would ever require that much ammunition?

If the United States was ever invaded, it would be the job of the U.S. military to defend the country, so that can’t be it. So what are all of those bullets for? Who does the Department of Homeland Security plan to be shooting at? According to the U.S. Census, there are only about 311 million people living in the entire country. So why does the Department of Homeland Security need 450 million rounds of ammunition? Either this is an incredible waste or there is something that the Department of Homeland Security is not telling us.

I could understand if the U.S. military was ordering ammunition in this quantity. When you fight wars you can go through ammunition very rapidly.

But the Department of Homeland Security is only supposed to be shooting at people very rarely. It simply does not make sense that they would need so much ammunition.
The following is an excerpt from the official press release about this deal between ATK and the Department of Homeland Security….

ATK announced that it is being awarded an Indefinite Delivery/Indefinite Quantity (IDIQ) agreement from the Department of Homeland Security, U.S. Immigration and Customs Enforcement (DHS, ICE) for .40 caliber ammunition. This contract features a base of 12 months, includes four option years, and will have a maximum volume of 450 million rounds.
ATK was the incumbent and won the contract with its HST bullet, which has proven itself in the field. The special hollow point effectively passes through a variety of barriers and holds its jacket in the toughest conditions. HST is engineered for 100-percent weight retention, limits collateral damage, and avoids over-penetration.
‘We are proud to extend our track record as the prime supplier of .40 caliber duty ammunition for DHS, ICE,’ said Ron Johnson, President of ATK’s Security and Sporting group.
But this is not the only kind of ammo that the DHS is placing an order for.

Business Insider is also reporting that the Department of Homeland Security is seeking to buy 175 million rifle ammunition rounds….

We’ve also learned that the Department has an open bid for a stockpile of rifle ammo. Listed on the federal business opportunities network, they’re looking for up to 175 million rounds of .233 caliber ammo to be exact. The 223 is almost exactly the same round used by NATO forces, the 5.56 x 45mm.
This all comes at a time when gun sales are absolutely going through the roof in the United States. Gun manufacturer Sturm, Ruger & Co. recently announced that it would be suspending new orders until May because it received orders for more than one million guns during the months of January and February.

The following announcement about this suspension of sales comes from their official website….

The Company’s Retailer Programs that were offered from January 1, 2012 through February 29, 2012 were very successful and generated significant orders from retailers to independent wholesale distributors for Ruger firearms.
Year-to-date, the independent wholesale distributors placed orders with the Company for more than one million Ruger firearms.
Despite the Company’s continuing successful efforts to increase production rates, the incoming order rate exceeds our capacity to rapidly fulfill these orders. Consequently, the Company has temporarily suspended the acceptance of new orders.
The Company expects to resume the normal acceptance of orders by the end of May 2012.
Since Barack Obama first took office, gun sales in America have risen to extraordinary levels. Overall, more than 10 million guns were sold in the United States during 2011.

And gun sales have continued to rise at a brisk pace in 2012. The following was recently posted on Yahoo News….

The NSSF said that 920,840 instant criminal background checks were made in January alone, a gain of 17.3% over the same month in 2011. This now makes it the 20th consecutive month of increases. While using the number of background checks is a good measurement of sales, it doesn’t paint the whole picture as some checks are used for the purchases of multiple firearms. Also, some private transfers and sales from gun shows are exempt, making the actual number of guns sold higher.
According to Gallup, 41 percent of all Americans said that they owned a gun in 2010. But when that question was asked again in 2011, that number had risen to 47 percent.

Clearly, a lot of Americans are feeling the need to arm themselves.

Unfortunately, they may find themselves short on ammunition for those guns considering how much ammo the government is buying up.

So what is causing everyone to buy so many guns?

Well, without a doubt we are likely to see a rise in crime as the U.S. economy continues to crumble. People want to be able to protect themselves and their families when everything falls apart. In fact, we are already starting to see some really violent home invasions in many parts of the nation. Many in the prepper movement are deeply concerned about the direction this country is headed and they want to be prepared for whatever happens.

Of course the rising gang problem in America is a major concern too. According to the FBI there are now 1.4 million gang members living in the United States, and that number has increased by 40 percent since 2009. Many urban communities have essentially been taken over by these gangs, and many of these gangs are definitely not shy about using violence. Average Americans that live in these communities want to be able to have a fighting chance against these gangs.

But that doesn’t explain why the DHS needs so much ammunition. Yes, our world is becoming increasingly unstable, but under what conditions does the DHS ever anticipate firing off 450 million rounds?
