On the heels of a scathing report exposing incessant waste in President Obama’s scandal-plagued economic stimulus, a news agency reveals that nearly $1 million in recovery funds have gone to a genitalia-washing program for uncircumcised African men.
If this seems like an inconceivable prank, just take a look at the public university study that received $823,200 in stimulus cash to encourage Africans to undergo voluntary HIV testing and counseling. Specifically, the taxpayer dollars will be used to teach uncircumcised African men how to wash their genitals after having sex. You can’t make this stuff up.
The money from the monstrous $787 billion program Obama promised would jumpstart the economy and put Americans back to work was distributed by the National Institutes of Health. The goal is to stop the spread of AIDS in Africa by convincing uncircumcised men to develop an effective after-sex, genitalia-washing regime. The aim, according to the publicly-funded study, is to evaluate the “feasibility and acceptability of a post-coital male genital hygiene procedure” among Africans unwilling to be circumcised.
If the African men in the study follow the “penile cleansing procedure” researches will hit Uncle Sam up for more money to conduct yet another study to determine if in fact the innovative hygiene regime is effective in hampering the spread of HIV infections. “If we find that men are able to practice consistent washing practices after sex, we will plan to test whether this might protect men from becoming HIV infected in a later study,” the grant says.
While this may seem like the most egregious of the many wasteful stimulus-funded projects, there are also many more. Just a few months ago a Senate report exposed that tens of millions of dollars have been unscrupulously spent on things like ant research, to study why monkeys react negatively to inequity, a “tunnel to nowhere” in Pennsylvania, state-of-the-art cell phones for low-income smokers trying to quit and fancy digital music players for high school students.
Previous reports have also documented tens of billions of dollars in outrageous stimulus spending, including $5 billion on a “weatherization” program to make low-income houses energy efficient, $3 million for turtle crossing in northern Florida and $10 million to renovate an abandoned train station that’s been shut for three decades. Additionally, about $20 million have been wasted on Obama-mandated road signs declaring that his disastrous recovery program is “putting Americans back to work” when in fact unemployment is at an all-time high.
Biden Says Stimulus Fraud At “Surprisingly Low Level”
In yet another delusional assessment of the administration’s disastrous stimulus program Vice President Joe Biden claims that fraud and abuse has been kept “to a surprisingly low level” thanks to rigorous oversight.
The laughable estimate comes just a few months after Biden made a fool of himself touting a scandal-plagued welfare program to make low-income houses energy efficient as an example of success in stimulus spending. Despite losing tens of millions of dollars to waste and corruption, weatherization is “one of our signature programs,” Biden said months after a federal audit had exposed rampant fraud in weatherization.
Speaking to federal investigators in Philadelphia this week, Biden suggested using an internet search engine to recall mistaken predictions made by stimulus critics; that the $787 billion program could not exist without massive fraud. Considering the government’s long history of wasting taxpayer dollars those fears were justified, Biden said.
However, a level of “transparency never seen before” combined with strict oversight has kept stimulus spending in check, according to Biden, who calls the operation a “well-lit house” that burglars don’t want to break in to. Before delivering the witty metaphor the vice president assured the stimulus, which President Obama promised would jumpstart the economy and put Americans back to work, is in fact creating jobs across the country and spurring growth.
Biden conveniently omitted reality (9.6% unemployment rate) by failing to mention that tens of billions of dollars have gone to wasteful projects, including international ant research, studying why monkeys react negatively to inequity, a “tunnel to nowhere” in Pennsylvania and a $3 million turtle crossing in Florida, to name a few. At least $20 million has been spent on road signs declaring that the stimulus is “putting Americans back to work” and tens of millions more on a number of other frivolous projects that have been documented in several different reports.

After Vice President Joe Biden infamously told an audience that Mitt Romney is “going to unchain Wall Street,” and concluded they are “going to put y’all back in chains,” Mr. Romney’s campaign cried foul. This was an obvious and unfair allusion to slavery, Mr. Romney’s surrogates argued.
Well, count veteran Congressman Charlie Rangel among Mr. Biden’s critics on the Democratic side of the aisle.
“The Vice President said he’s going to put “y’all in chains,’” Mr. Rangel told The Perez Notes in a recent free-wheeling interview. “Was he talking about slavery? You bet your ass he was. Was he using the vernacular? Yes, he was. Did he think it was cute? Yes, he did. Was it something stupid to say? You bet your life it was stupid.”
“It was something that if a black had said it, we would have been laughing, because we would know deep down, they may be beating the hell out of us but they ain’t thinking about putting us into any chains,” he added.
Republicans have called on Mr. Biden to apologize, but that doesn’t seem likely to happen anytime soon.
“Let’s look at what the vice president said: Speaker Boehner and even Paul Ryan have been traveling this country talking about the need to unshackle the private sector, to unshackle the financial industry,” Mr. Obama’s deputy campaign manager, Stephanie Cutter, argued earlier this week. “And the vice president was just taking that metaphor a step further and talking about wanting to put other people in shackles. And the word that he used, chains, is a distraction from the larger argument.”

Last week, in the critical swing state of Virgina, whose 13 electoral votes President Barack Obama must secure to win reelection, Biden was a headline-making machine.
In Danville, a city with a past history of racial strife, Biden told a half-black audience that Republicans were “gonna put y’all back in chains.” He also forgot that he was in Virginia, rejoicing, “We can win North Caolina again.” He mocked a sign-language interpreter, forgot what century he was in.
A local bakery refused to serve Biden because the owner was upset with Obama’s “You didn’t build that” comments. He was denounced by former Virginia Gov. Doug Wilder. His staffers were accused of trying to manipulate pool reports, and even the friendly mainstream media turned on him. As the week ended, speculation intensified about whether Obama considered replacing him with Hillary Clinton.
On Tuesday, Biden will travel to Minnesota. Obama leads by an average of 10.5 points, according to the Real Clear Politics (RCP) average of polls.
On Wednesday, Biden will travel to Michigan, where Obama leads by an average of 7.7 points in the RCP average.

In late July, John Hynansky — a longtime friend of Vice President Joe Biden, and a major donor to Biden’s campaigns as well as President Barack Obama’s — was awarded a $20 million taxpayer loan to build a foreign-car dealership in Ukraine.
According to a public summary document, the loan, from the federal government’s Overseas Private Investment Corporation, is for “[u]p to $20.0 million,” and is designed to “expand Winner Import Ukraine’s automobile business, [and] construct and operate ‘Winner Autocity,’ which will have two new, state-of-the-art dealership facilities for Porsche and Land Rover/Jaguar automobiles.”
Under “U.S. Economic Impact,” the summary document says, “This project will have a positive developmental impact on the host country, Ukraine. The project will generate a significant number of new local jobs. Running a dealership for premium automobile brands requires a highly trained sales force, mechanics, accountants, communications and advertising specialists, IT specialists, service personnel, warehouse managers, and customer relations specialists.”
Along with his family, Hynansky also owns car dealerships in Pennsylvania and Biden’s home state of Delaware.
Since at least 1999, Hynansky and his family have been regular donors to Biden’s campaigns, and, later, Obama’s. John Hynansky has donated $7,690 to a combination of Biden’s Senate campaigns and failed presidential campaign; Michael Hynansky donated $7,690; Alexandra Hynansky donated $7,280; Deanne Hynansky donated $4,645; and Susan Hynansky donated $1,000 — coming to a total family donation of $28,715.
During Obama’s 2008 run for president, John Hynansky gave $30,800 to the Obama Victory Fund; Alexandra Hynansky gave $2,550; and Deanne Hynansky gave $2,000 — totaling $35,350 to that campaign.
Understandably, during a speech during a diplomatic trip to Ukraine in 2009, Biden described John Hynansky as “my very good friend, John Hynansky, a very prominent businessman from Delaware… I had breakfast with him the other day.”
Though the Overseas Private Investment Corporation report says that “the project is not expected to have a negative impact on the U.S.economy or employment,” the revelation that Biden’s “very good friend” and donor, John Hynansky, received a taxpayer loan to open a business selling foreign luxury cars in a foreign country using foreign labor stands in stark contrast to the Obama-Biden 2012 campaign charges that the Mitt Romney-Paul Ryan campaign stands for breaks for big business and shipping American jobs overseas.
At the time of publication, the White House had not returned requests for comment.

Joe Biden’s remarks Tuesday in Danville, Va. about the Republican presidential ticket returning some people to “chains” upset a lot of Americans, but former New York City Mayor Rudy Giuliani is advising voters not to take the vice president seriously.
Giuliani jabbed at Biden on Tuesday’s broadcast of CNBC’s “The Kudlow Report,” saying that the remarks would have been cause for excitement if they were made by a mentally capable politician.
“I think if it came from somebody serious, maybe we would get all excited about it,” Giuliani said.
“But I think the vice president of the United States has become a laugh line on late night television. I mean — I have never seen a vice president that has made as many mistakes, said as many stupid things. I mean, there’s a real fear if, God forbid, he ever had to be entrusted with the presidency, whether he really has the mental capacity to handle it.”
“I mean, this guy just isn’t bright. He’s never been bright. He isn’t bright. People think well, he just talks a little bit too much. Actually, he’s just not very smart.”
Host Larry Kudlow suggested Biden’s remarks are part of a broader smear campaign against Republican presidential candidate Mitt Romney and his recently selected running mate Paul Ryan — a strategy which Giuliani explained is President Barack Obama and Biden’s only shot at re-election.
“It’s is only chance of winning, Larry,” Giuliani said. “It’s his only strategy. He can’t run the way Ronald Reagan ran. He can’t run the way Bill Clinton ran. He can’t go to the American people and say, ‘Are you better off now than you were four years ago? Here are the things I promised. Here are the things I delivered.’”
“What he’s delivered is our worst economy maybe since the Great Depression — our most anemic recovery ever and policies that make most people in business too frightened to expand, to invest.
“So if it ever went to the American people and said, ‘I made these promises. I did a good job. Are you better off than you were four years ago?’ He would lose by 60-40. So, the only way he can win is by making Romney and now Ryan — try to make them monsters. Well, they’re not monsters. They happen to be two very decent guys, two very bright guys, two very successful guys. So, I mean, I don’t think it’s going to work, but he’s going to try it.
